To our students

We at the CEC wish to express our outrage at the steps the government of Israel is taking against asylum seekers, steps that include passing the law to “prevent infiltration”, the refusal to renew visas, the arrests and mistreatment of members of the foreign communities.

We believe that all human beings have the right to physical, social and economic security, and that it is the duty of the government of Israel to provide these to asylum seekers in Israel so long as the situation in their countries of origin prevents their return. We are aware of the hardships encountered by the Israeli residents of South Tel Aviv, but we believe that it is a result of the policies of the government, and that the solutions must not and cannot include arrests and forced deportation of asylum seekers. We believe that all communities in Israel have a right to live in dignity.

The CEC believes that education is one of the ways individuals can develop themselves and improve their lives and that it is one of the means by which communities can demand their rights. We wish to express or support for all our students, their families and friends, who are suffering from the policies of the government of Israel and we wish to express our solidarity with all those who are demonstrating against these policies and demanding their rights.

On 30/1/14 at 19.00 we will hold our Fall semester graduation ceremony. The event will be dedicated to the struggle against the steps taken against asylum seekers.

Winter Semester 2014

Get Ready for the Winter Semester at the ‘Community Education Center’.

Course Description – Fall Semester

Hebrew – 4 levels.

Conversational Hebrew in everyday life: commerce and governmental authorities, rentals, medical issues, employment. Reading, writing and practical skills.

When: Sunday for two hours   conversation, Students can also attend a practice session on Wednesdays. students will receive written materials for reading, practice and homework.

Location: CEC 6th floor in Central Bus Station

  1. Beginners:  no knowledge  of Hebrew
  2. Intermediate:  basic spoken Hebrew; no, or minimal, reading or writing
  3. Advanced:  ability to communicate and read and write very basic texts.
  4. Highest level: aimed at sudents who want to enter Israeli universities. 

English: Two levels:

When: Monday 19:00

Location: CEC 6th floor in Central Bus Station

  1. Basic
  2. Intermediate

Photography:  Camera required! 3 levels

When: Monday/Thursday at 19:00

Location: Minshar-David Hahami 18

1. Beginners. basic techniques. Also, study of photography’s universal global language to tell a story and communicate an individual’s life.
2. Intermediate: for students who completed the Beginners course
3. Advanced: for students who completed the Beginners and the Intermediate courses. .

Journalism:When: Thursday at 19:00

Location: 6th floor in Central Bus Station

Basic journalism: writing, research, ethics. In some classes e students will  meet leading journalists and editors as well as visit a news agency. Students can choose  to publish a CEC newspaper at the end of the course, write articles for an internet based newspaper or try and publish their articles in national or local newspapers.

Computers:  Location for all 4 courses: Campus Bialik Rogozin:

  • Basic Monday 19:30   operations of the computer and method of working with the operating system, such as:. internet use and office applications (Word & Powerpoint).
  • IT1:Monday 19:30 Cisco course content concepts related to computer hardware  Besides theoretical knowledge, participants acquire practical tools to repair computer hardware.
  • IT2: Thursday 19:30In this chapter, the course will explore the purpose of an operating system, describe and compare operating systems to include purpose, limitations, and compatibilities. Students will install an operating system and will apply common preventive maintenance techniques for operating systems including troubleshoot operating systems.
  • IT3: 19:30 Day not finalized. The course will explore what to consider when purchasing a printer, and how to connect printers to an individual computer or to a network. It will also include an overview of network principles, standards, and purposes plus understand computer and network security.
  • IT4 19:30 Day not finalized.

Photoshop (2levels):  Prerequisite: basic basic computer and internet use. Location: CEC 6th floor in Central Bus Station

  1. Beginners:  Sunday 19:00 Basic techniques of photoshop to design ads, pictures, invitations, etc.. :
  2. Advanced Graphics: Completion of Beginners Photoshop required. -Wednesday 19:00 Introduction to  “Adobe InDesign”, whrich provides both practical and theoretical graphic-design knowledge, using Indesign. The Adobe Indesign program  is used to design posters, flyers, ads, brochures, magazines, newspapers and books.  In this course, you’ll have the chance to experience InDesign’s tools and you’ll learn valuable techniques.  

Sound Technician: When: Sunday 18:30 Location: Zimmer – Hagdud HaIvri 5
Study of sound systems  used at public events, such as concerts, weddings, shows, etc..
Learning different elements comprising a sound system: how to construct, balance sound and operate.

Music Production: Location: CEC 6th floor in Central Bus Station When: Monday 19:00
How to produce music through computers, how to make music for films or for other uses

Developmental Psychology:  Location: CEC 6th floor in Central Bus Station When: Thursday 19:00 

How do we become who we are? How do babies develop into adults and psycholigically, what develops? The course answers these questions through the viewpoint of   major theories in psychology, including: attachment, temperament, gender and language development and some psychoanalytic concepts.

Background of Asylum Seekers in Israel

There are now approximately 60,000 asylum seekers reside in Israel. The majority arrived from Eritrea and Sudan and according to Israel’s international commitments cannot be deported. According to  Israel government policy most asylum seekers are granted the temporary right to stay in Israel but are not granted refugee status or work permits and receive no social welfare rights, benefits or other assistance. Therefore, asylum seekers face significant economic, social and personal hardship and asylum seeker communities that are in Tel Aviv and elsewhere are locked in cycles of poverty and despair, and increasingly manifest many social problems.

To assist asylum seekers to improve their lives and their communities, training and educational opportunites are acutely needed. These opportunities must not only meet the basic human need for growth and development  but  must also impart practical competence and skills to help individuals achieve higher living standards and self reliance while residing in Israel. Such education will also prove useful to the individuals’countries of origin and their individual futures depending upon Israeli government asylum policies and their self determination.

Funding of the CEC

Students from the foreign migrant community and asylum seekers all  pay tuition. Their fees cover all  expenses (including rental of the campus, certificates and diplomas, telephone and administrative expenses). Each  student pays tuition ranging from 150 to 350 N.I.S. per semester., which barely covers CEC’s operating expenses.

The current financial situation of CEC is insufficient to allow it to maintain the levels of classes currently  offered and prevents  development of more courses to meet the needs of the foreign migrants and asylum seekers.

It is very difficult for the foreign community to afford these courses, which include language, technology, photography, business and social sciences – practical education that would benefit these people wherever they may live in the future. As a result there are many potential student that miss out on the CEC opportunities for better lives.

There are a limited number of courses the CEC can offer due to financial contraints.

Mission – The Community Education Center (CEC)

CEC’s mission is to provide affordable training and education opportunities for members of all the foreign communities in Tel Aviv. Since its inception, the CEC has grown from a small organization that offered one class in its first semester in 2010 to a significant organization that has gained visibility, credibility and recognition among members of the foreign communities. More than 600 students have participated in and graduated from CEC classes.

The CEC welcomes any asylum seeker in Israel who wishes to gain the skills and education for practical employment in a wide variety of fields, including technology, photography, art and general education.
